IPA Mission

Our mission is to advance the understanding, standard and practice of public administration and public policy, supporting our public service to deliver on the complex challenges it faces. Under the aegis originally of the Department of Finance and now the Department of Public Expenditure, NDP Delivery & Reform, the IPA has been supporting the development of public servants and the public sector in Ireland and abroad for almost sixty-five years.

The Institute of Public Administration is a specialised organisation dedicated to the education, learning, and development of the Irish Public Service. It offers a variety of expert services that support and guide different methods of capacity building within the Public Service, categorised into four main areas:

More About the IPA

About Us

The mission of the Institute of Public Administration (IPA) is to advance the understanding, standard and practice of public administration and public policy and to build the capacity and capability of the public service workforce into the future. Our intent is to be Ireland’s recognised Centre of Excellence for learning and leadership development for the Public Service.

 

At its core, the Institute acts as a promoter and facilitator of good government. The IPA aims to educate and inform, promote good practice, generate dialogue and debate, and create connections across the Public Service to improve the Irish public administration system for the benefit of the public. The Institute retains a fundamental belief in the profession of public administration, and a belief that through learning, education, development and research, the Public Service can successfully address the challenges faced.

Professional Development

The Professional Development Department within the IPA is preparing to embark on an exciting strategic plan, focused on empowering the public service workforce with essential and emerging capabilities through our programmes and services. The Department reaches a large number of public servants across a broad spectrum of organisations. 

 

The Department offers a variety of open-enrolment and custom training programmes, advisory services, seminars, conferences, and forums tailored to meet the needs of public service organisations and individuals.

We work closely with civil service, local government, health, education, and state bodies, both commercial and non-commercial, to strengthen organisational capabilities, enhance individual skills, and provide expert advice and support.

Our Change Programme

The environment within which the Department operates is highly dynamic. The past few years have seen significant transformation in how knowledge is delivered and consumed, driven by advancements in technology, shifting workforce dynamics, and an increasing emphasis on flexibility and adaptability in professional roles.


Our clients’ profiles and context are rapidly changing and so too are their associated learning needs and learning expectations. Consequently, it is essential that our Department anticipates and responds to change to remain relevant.
