A Deputy Director manages a division comprising a number of audit groups engaged on the certification of financial audit and/or reporting programmes. He or she reports to a Director of Audit and is a member of the Management Board which manages the day-to-day business of the Office as well as overseeing change management projects. A Deputy Director must hold a professional accountancy qualification.

The Deputy Director is responsible for:

  • Approving business plans for each audit group and preparing and monitoring the implementation of the overall annual divisional plan
  • Leading the development of Office management systems and processes
  • contributing to the strategic development of the Office
  • Managing the performance and development of staff
  • Reviewing the reports of audit teams to ensure that all work has been carried out efficiently and effectively and that all key issues have been identified and dealt with appropriately
  • Dealing with matters involving complex professional judgements
  • Deciding whether to issue formal queries to an audited body
  • Preparing high quality reports for the Director of Audit and the C&AG
  • Representing the Office in its dealings with audited bodies
  • Reviewing reports and information from other divisions of the Office and from the wider audit/reporting environment and taking action when appropriate
  • Reviewing and recommending topics for possible value for money and financial management reports.

It is a requirement that the person appointed will have the capacity to carry out any functions or combination of functions attaching to any Deputy Director post in the Office.

Essential entry requirements

Candidates Must:

(i) on or before 23rd March 2023 have obtained full membership of a prescribed professional accountancy body supervised by the Irish Auditing and Accounting Supervisory Authority or hold a relevant qualification acceptable to the Office of the Comptroller and Auditor General as being of at least an equivalent standard;

(ii) have significant recent relevant management experience at an appropriate senior level in areas of accounting, auditing or in programme evaluation and have developed a high level of expertise in one or more of these areas.

The person appointed should also

  • Have strong leadership skills to motivate, support, direct and delegate to highly skilled and professional staff
  • Have a high level of oral and written communication skills and an ability to effectively manage contact at a high level with audited bodies and third-party service providers
  • Have the capacity to make sound judgements on major technical issues and to take the necessary consequential action
  • Be capable of analysing complex business operations and evaluating performance of organisations
  • Have an understanding of the relevance and strategic implications of the work of the Office and of the environment in which it operates. It is also highly desirable that the candidate has
  • A thorough knowledge of parliamentary financial procedures and principles of Government accounting
  • A clear understanding of the public accountability process and of the C&AG’s role in that process A comprehensive understanding of current accounting practice and audit procedures as they relate to the State sector – a comprehensive understanding of performance evaluation in the public sector.
